FACILITY FEASIBILITY STUDIES
Wheaton, MD
In February 2018 Montgomery County engaged Victor Gotesman and Teresa Koberstein to undertake a feasibility study to analyze the need for an arts facility in the diverse community of Wheaton, Maryland.
CHALLENGE Analyzing the feasibility of constructing an arts space that would serve a nascent but growing arts community while incorporating the needs of a demographically diverse community.
RECOMMENDATIONS Our conversations with the community pointed to a deep need to serve the diverse community of Wheaton, as opposed to catering the facility to a few strong arts organizations. This requires an operator with competencies in arts incubation, to bolster the capacity of artists, and in programming a broad mix of arts activities that the community identified as critical, including media, visual, performance, music, traditional arts and culinary arts. Our plan was complete with a programming plan, operating structure, and financial model.
